The court ruled that it was legal to make an errand, such as asking the employee below to buy lottery tickets and cigarettes, and to cut salaries to police officers who prevented them from using vacation without justifiable reasons.


The Seoul Administrative Court ruled that the plaintiff lost a lawsuit filed by police officer A against the head of the Seoul Metropolitan Police Agency to cancel the disposition of the salary reduction.

The court explained that Mr. A's instructions were beyond the scope of his duties and abused his superior position to make the victim do something that was not an obligation.

In December last year, Mr. A received a two-month pay cut for violating the duty of integrity and dignity under the National Public Officials Act.

It was investigated that A instructed the employee below to stop by the convenience store with the most first-place winners to buy lotto tickets and ordered them to run errands.

In addition, it was found that the employee below refused to approve it because he did not report face-to-face in advance when he applied for leave.

When the complaints of the employees below were reported to the upper level, it was also confirmed that the police organization went all the way and threatened to leave them alone, saying there was no secret.
