It's raining all over the country right now. It is said that the temperature drops even more after this rain stops. Let's check the weather. Kim Seung-bae, head of the Korea Natural Disaster Association, is here. Welcome. How long is it going to rain?

[Kim Seungbae]
It looks like it will continue into the evening. So this time, the rain began to fall as the southern barometric valley came up to the north. So locally, it will fall by tomorrow morning, but the peak time of such heavy rain seems to pass this morning. However, the rain does not stop in the afternoon, so it continues until tomorrow morning. In particular, it is expected that there will be another noisy and strong rain between this evening and early morning tomorrow.

[Anchor]
In the southern part of the country, it is said that it rained more than 100mm, but does it rain this much in the fall?

[Kim Seungbae]
Originally, autumn and winter are dry seasons in Korea, so there are few raw materials for rain, but recently, it has rained as much as a heavy rain warning in December. As the temperature rises due to global warming, the heat wave becomes severe and the amount of water vapor that can be contained in the warm air increases, so the frequency of heavy rain in summer has been delayed, and it rains as much as summer rain in autumn and winter, because the earth has warmed up that much. [Anchor] In the future, the possibility of heavy rain like this in the fall will be higher and higher.

[Kim Seungbae]
That's right. In the summer, there is a possibility of more heavy rain than in the past. It also enters more and more conditions where so much rain can fall in dry autumn.

[Anchor]
Usually, once it rains in autumn, it becomes noticeably cold. Is it the same this time?

[Kim Seungbae]
That's right. Recently, it rained frequently in October. It fell more than 100mm this time, and more than 100mm of rain fell in the central region on the 18th and 19th. There is a saying that the temperature drops sharply in autumn rain. There are still remnants of summer. The hot air remains and the cold air pushes down from the north, and when the rain stops like this as the trough of air passes, the temperature drops sharply because the cold air from the north pushes down.

[Anchor]
And when it rains and the temperature drops, does that drop continue? Or is it unusually hot again?

[Kim Seungbae]
So, the temperature that fell once does not continue to winter, but for a day or two, is it called the sparkling cold? It's chilly, and the power of the hot air in the south is unusually strong again. So there are typhoons, but for that reason, when a new cold air comes down at once, the temperature is similar to that of the average year. These days, temperatures are higher than usual in the morning and during the day. It's repeated that it briefly goes down to the average level and then goes up again than the average year. [Anchor] A lot of people were wondering why it was so cold these days. Still, is the temperature higher than the average fall?

[Kim Seungbae]
It was either high or similar. It's never cold.

[Anchor]
Have you already forgotten the weather last fall?

[Kim Seungbae]
Since I'm in the midst of warmth, it's cold in that flashy cold... In any case, the late autumn and autumn heat are continuing. It rains a lot due to such effects, and various mosquito relationships such as maple relationships. These things are emerging.

[Anchor]
The heat is getting late. Then does winter get faster? What's going to happen?

[Kim Seungbae]
Winter is decreasing. So, for example, when it should be cold in mid-November or around this time, the first snow should fall and the first ice should freeze, but this is delayed. That's why winter is called winter in December, January, and February according to the total calendar. The meteorological temperature corresponding to winter has been reduced for almost a month. I think that's from the summer. That's why winter comes late because of the late heat.

[Anchor]
Then how about autumn leaves? Is it delayed because of the late heat?

[Kim Seungbae]
It's delayed. The first foliage of Seoraksan Mountain, observed by the Korea Meteorological Administration, was observed on October 4th. That's why the leaves turned out 4 days later than last year and 6 days later than usual. Also, the autumn leaves are not so beautiful because the late heat in September continues this summer. So, in late October, the peak of autumn leaves begins, and the autumn leaves peak later than usual. That's all because the temperature in September was warm.

[Anchor]
Can you show me the peak period graphic? The peak period comes out by mountain, but it's later than in the past. Looking at the date now, it starts on the 20th, 23rd, 29th, and today.

[Kim Seungbae]
It's at its peak. There is a slight difference between oak, broadleaf, and ginkgo trees. The peak of autumn leaves from the 25th to the 31st. So, this weekend is expected to be the peak of maple tourism.

[Anchor]
I think a lot of people are going to see autumn leaves this weekend and next weekend. There are also representative attractions. Please introduce some places.

[Kim Seungbae]
The colder the north, the sooner the autumn leaves peak. So, as shown on the map, between October 20th and 25th is central. Naejangsan Mountain, the most famous place for autumn leaves, is expected to peak in late October and early November, so the peak of autumn leaves is delayed as it goes south, which is all related to temperature.

[Anchor]
The color varies depending on the autumn leaves, right?

[Kim Seungbae]
That's right. However, the color is determined by the temperature, and it was very hot this summer and it has faded since the rainy season ended in September. Nevertheless, as you can see in the picture, autumn leaves are also showing that kind of fine autumn leaves this year.

[Anchor]
These days, when I go outside, autumn leaves start to turn red, and I think that autumn is a great season. The sky is so pretty, too. But I'm worried about winter without enjoying autumn, and there's a rumor that this winter is the greatest cold wave ever. Is there any specific content about that?

[Kim Seungbae]
Personally, I think it's groundless. Where is it expected to be minus 18 degrees Celsius? That's the temperature that can occur in winter. So the peak will be around early January, but it's a problem at least three months later in November, December, and January. It's hard to predict that exactly. However, if the air warmed by global warming suddenly pushes up to the stratosphere of the Arctic in the middle of winter and disturbs the upper layers of the Arctic, the cold air that has to stay in the Arctic may be pushed down to North America, Europe, or East Asia. Then why is it so cold winter when it's called global warming? It's called the paradox of global warming. There is a possibility that such a cold will appear. That's why this winter is just warm. This is definitely not it. Overall, we had an unusually hot summer amid global warming and it was hot this summer, so we can't say that winter will be cold. However, there are possibilities. When hot air disrupts the Arctic, the cold air of the Arctic is also pushed down, which can lead to an all-time cold wave.

There are many phenomena that have not been seen due to abnormal climate phenomena, but recently, there are many people who have been unable to sleep because of mosquitoes. Why are there so many mosquitoes when it's autumn?

[Kim Seungbae]
The Seoul Metropolitan Government announces the mosquito activity index in four stages. Pleasure, attention, attention, unpleasant. But I just released the second stage forecast. The reason mosquitoes are so polar this fall has to do with temperature. Since the summer rainy season ended on July 27, it was very hot and there was not much precipitation until August and September. It definitely came a lot during the rainy season. Also, although two typhoons officially affected this year, Jongdari No. 9 and Samsan No. 10. But it wasn't a typhoon like that. So there was little rain in the summer. Instead of high temperatures, mosquitoes are raging this year because it became a good time for typhoons to be active in September, when it was less hot than in summer due to low rain. In this case, there is a possibility that mosquitoes will adapt and be active until early December. These days, it is difficult to go outside because the room is well heated, but I think it will be a good condition for mosquitoes to be active indoors. Therefore, it is necessary to thoroughly quarantine areas where mosquitoes occur, septic tanks, and sewers.

[Anchor]
Is it just this year? Or should we focus on autumn mosquitoes in the future for quarantine?

[Kim Seungbae]
As such, aren't we seeing with our own eyes that mosquitoes are active late due to global warming? So, I think the quarantine authorities should not cut such quarantine measures based on the past, but should set up quarantine measures later. That's because it's all caused by climate change.

[Anchor]
It's going to get colder when the rain stops, so you'll have to prepare a thick coat. I was Kim Seung-bae, the head of the Korea Natural Disaster Association. Thank you.
