The police have decided not to hand over to the prosecution a complaint that an employee of the National Intelligence Service followed a civilian and filmed him and provided money and entertainment to the police.

On the 8th, the Seoul Metropolitan Police Agency's anti-corruption investigation team decided not to send nine NIS employees, including Lee and police officials, who are suspected of violating the National Intelligence Service Act and the anti-graft law.

Lee was accused of secretly following the representatives of progressive civic groups, identifying trends, and providing gifts and entertainment to police officers belonging to the National Police Agency's Security Investigation Bureau.

The police believed that Lee had grasped the trend, but reportedly judged that there was no procedural defect in collecting information after the internal committee of the National Intelligence Service, and that there was no crime.

In addition, the allegation of providing entertainment was not a violation of the anti-graft law because it was not "money and goods exceeding 1 million won per time and 3 million won in the fiscal year."

In April, the civic group's candlelight victory conversion behavior filed a complaint with the police against Lee and others, saying that data from Lee's mobile phone inspected members of the group.
