The National Intelligence Service predicts that the number of North Korean troops who have moved to Russia will increase by 1,500 since the first transportation to reach 3,000 now, and the total will reach 10,000 by December.

Rep. Lee Sung-kwon of the People's Power and Park Sun-won of the Democratic Party of Korea, who are secretaries of the ruling and opposition parties of the National Assembly's Intelligence Committee, said Cho Tae-yong, head of the National Intelligence Service, reported the North Korean military's dispatch to Russia at a closed meeting.

The National Intelligence Service reported that the North Korean troops dispatched are dispersed in a number of training facilities in Russia and appear to be adapting there, and that they are also conducting special education such as using military equipment and controlling drones.

He also explained that the dispatch of troops is increasingly circulating in North Korea, and that the North Korean authorities are moving and quarantining them for effective control and management of the troops' families.

The NIS analyzed that North Korea's intention to dispatch troops was due to Russia's involvement in South Korea in the event of an emergency, the need to make a breakthrough in economic difficulties, and the need to accelerate military modernization.
