The National Human Rights Commission of Korea judged that it was a violation of human rights that forced public health center officials to admit violations of the law without following proper procedures while conducting an administrative investigation against doctors.


According to the National Human Rights Commission, A, a dentist who runs a dental clinic in Chungbuk, bought and took prescription drugs without a doctor's prescription for self-treatment, and was under administrative investigation by the public health center for violating the medical law and pharmacist law.

In the process, Mr. A filed a complaint with the NHRC, saying that he was forced to sign a confirmation of the violation without proper procedures, such as not being guided by the health center employees' right to refuse to make statements or assist lawyers.

The National Human Rights Commission recommended the mayor of the public health center to improve the system, saying that public health center officials have both administrative investigation and investigation rights because they serve as medical instructors and special judicial police officers, but did not clearly inform A of the nature of the investigation.
