The Gyeonggi Provincial Office of Education said it has prepared comprehensive measures to improve the working environment of low-experience youth officials.
The comprehensive measures included expanding government support, expanding customized welfare, issuing priority living grounds, expanding capacity-building support, experience and healing training and cultural performances, and granting special leave.
In order to expand support for government offices, the provincial education office plans to secure 478 rooms next year to resolve the atmosphere of government offices for young civil servants who have been appointed to areas other than residential areas.
This year, through the purchase and construction of local government offices and business agreements with the Korea Land and Housing Corporation, we secured 295 rental houses and distributed 295 rooms.
In order for individual public officials to choose welfare benefits according to their preferences, the amount of customized welfare support consisting of basic welfare scores and variable welfare scores will be raised by 200,000 won, and additionally, 1 million won to 200,000 won per year for civil servants with less than five years of experience will be provided.
Accordingly, first-year civil servants will receive up to 2 million won in support by adding 1 million won in basic welfare points and 1 million won in additional support.
In addition, the health examination fee of 200,000 won per person, which is provided to faculty members aged 40 or older, has also abolished the age limit standard so that young civil servants can receive it.
In order to support personnel, we plan to first consider the living rights and work destinations of new local officials and issue personnel appointments in the vacancy area.
In addition, if a low-experience public official makes a simple mistake in work, a new standard will be established to reduce the request for audit disposition in consideration of his or her work experience.
In addition, the government will provide adaptation support programs and expert support groups to help new public officials adapt, and provide experience and healing training and cultural performances.
In addition, three days of new leap leave will be given to civil servants with less than five years of experience, and five days of long-term leave will be given to civil servants with more than five years and less than 10 years of experience.
In a recent survey of working conditions satisfaction conducted by the Provincial Office of Education on public officials with less than five years of experience, 57.1% of 1,589 respondents said they were willing to change jobs due to low pay and excessive work.
