North Korea has ratified a treaty that has raised Russia to the level of a "military alliance" ahead of the full-fledged deployment of North Korean troops to Russia.

Since Russia has already completed related procedures, it is expected to exchange ratifications with each other and use them as the basis for sending North Korean troops.

North Korea's Korean Central News Agency reported that a treaty on comprehensive partnership between North Korea and Russia has been ratified.

It was ratified by the spirit of Chairman Kim Jong-un, and the head of the state signed the spirit.

The North Korean Constitution gives the Supreme People's Assembly, which is equivalent to our National Assembly, the power to ratify the treaty, and stipulates that the "important treaty" signed with other countries is made by the chairman of the State Council.

Following Russian President Putin's signing of the ratified treaty on the 9th, North Korea also completed the related process quickly in two days.

As the treaty takes effect from the date of exchange of the ratification, the ceremony for high-level North Korea and Russia to exchange the ratification is expected to take place soon.

The North Korea-Russia treaty, signed in Pyongyang in June, states that if a country is invaded and put at war, it will provide military aid without delay in accordance with the U.N. Charter and domestic law.

As a result, it is observed that the North Korean military's participation in the battle on the Ukrainian battlefield could begin in earnest soon.

It is also expected that both North Korea and Russia will claim the legitimacy of sending North Korean troops based on the treaty that will take effect.

The Ministry of Unification also assessed that there is a possibility of formalizing the dispatch of North Korean troops by linking the North Korea-Russia Treaty with the dispatch of troops.

Experts note that the treaty was ratified immediately after North Korean Foreign Minister Choi Sun-hee's visit to Russia, where a surprise meeting with Putin took place.

[Yang Moo-jin / President of North Korean Graduate University: In a meeting between Foreign Minister Choi Sun-hee and President Putin, it is analyzed that Kim Jong-un himself signed the ratification after clarifying the benefits in return for the deployment, especially after receiving a commitment to supporting advanced weapons technology.]

Some observers say that the U.S. President-elect Trump is likely to disclose the ratification exchange ceremony with the intention of maximizing the effectiveness of ratifying the treaty and sending troops before his inauguration.
