"Under the influence of the Congressman's office"...unfair organization of state subsidies in local projects

An audit by the Board of Audit and Inspection revealed that a large number of state subsidies have been invested in projects that local governments should pursue with their own budgets.

Most of them were set up in the parliamentary budget review process without a close review of the project.

Gangwon-do received 100 billion won in state funds as it pushed for a project to build an opera house with a total budget of 200 billion won.

Initially, it was not possible to receive state subsidies because it was a local transfer project, but it was reflected in the budget review process of the National Assembly.

Asan-si, Chungcheongnam-do, was asked by the local parliamentarian's office last year to review the promotion of a sports center.

As a result of the review, we judged that it was difficult to promote the project due to lack of financial capacity.

However, government subsidies were organized during the National Assembly's budget review, and Asan City learned this through political party banners.

The Board of Audit and Inspection examined the unreasonable practices of state subsidies and found that 250 billion won in state funds was unfairly allocated from 2021 until recently.

In most cases, the National Assembly's decision to increase the amount was reflected in the project to build local sports facilities that could not be supported by state subsidies due to the transfer of funds and functions to local governments.

The Board of Audit and Inspection disclosed that a total of 20 projects were increased during the parliamentary deliberation phase.

For 13 projects, local governments pushed for the formation of state subsidies independently through local lawmakers' offices, and for the remaining seven projects, the lawmakers' offices pushed for the formation of state subsidies independently without consultation with local governments.

Accordingly, the Board of Audit and Inspection recommended the Minister of Economy and Finance to thoroughly work on related tasks to prevent national budgets from being drawn up in local transfer projects.

However, it is unclear whether government departments can stick to the principles in a situation where the influence of the National Assembly is strong.
