The National Human Rights Commission of Korea has recommended to the Minister of Health and Welfare a plan to support the cost of issuing medical certificates for the assessment of work ability to recipients of livelihood benefits, but it has not been accepted.
The current National Basic Livelihood Security Act requires recipients who want to receive livelihood benefits to submit documents such as medical certificates for the evaluation of work ability to local governments, which costs about 10,000 won.
The Ministry of Health and Welfare responded to the Human Rights Commission, saying that if the expenses are supported, the operation of the project may be reduced due to indiscriminate applications for work capability evaluation.
Although the NHRC recommendation is not binding, it can be published if the recommendation is not implemented.
