One of the participants in the so-called "hamburger meeting" who is known to have discussed the emergency martial law situation in advance, a retired colonel from the military's top investigative agency, has been arrested.
As the participants in the meeting were arrested again following Moon Sang-ho, the police investigation into former intelligence commander Roh Sang-won, who led the meeting, is also expected to gain momentum.

The Seoul Central District Court issued an arrest warrant for a retired army colonel identified only by his surname Kim, who attended a "hamburger meeting."
Kim gave up the actual examination of the arrest warrant and did not appear in the court, but the court arrested Kim after a written hearing based on the records submitted by the police special investigation team.
Unlike former commander Roh and Moon Sang-ho, who are specialized in intelligence, Kim belongs to the military police department that investigates incidents and accidents in the military.
In particular, Kim is an investigation expert who served as the head of the investigation headquarters of the Ministry of National Defense, the top military investigation agency.
The police are expected to ask Kim what kind of discussions he had at the meeting, as well as whether he was trying to set up an investigation team involving former and current soldiers in martial law history.
Following Moon Sang-ho, the former intelligence commander who attended the hamburger meeting, Kim was also arrested, which is expected to speed up the police investigation into Roh Sang-won, the former intelligence commander who led the meeting.
Police secured a personal notebook at former commander Roh's home, which reportedly included the deployment of military units after martial law.
Another hamburger meeting participant, an intelligence officer, identified only by his surname Jeong, reportedly stated that Roh had ordered the arrest of Roh Tae-ak, the head of the Central Election Commission.
Based on these evidence and statements, the police plan to check how deeply former commander Roh, who is considered a secret line of martial law, was involved in the overall emergency martial law.
