The Ministry of Land, Infrastructure and Transport is conducting a joint investigation into abnormal housing transactions in the Seoul metropolitan area to block demand for real estate speculation.

Nearly 400 transactions suspected of illegality, such as expedient gifts or price fixing, were found.

What transactions were specifically caught?

The government has released the results of the first on-site inspection of apartments in 3 Gangnam districts, Mapo, Yongsan, and Seongdong districts in Seoul, and the interim results of a housing planning survey in the metropolitan area this year.

A total of 397 suspected illegal transactions were detected, followed by Seoul with 272 cases, followed by 112 in Gyeonggi Province and 13 in Incheon.

In the case of Seoul, regulatory areas such as 3 Gangnam districts and Yongsan-gu accounted for more than half with 58%, while suspected illegal transactions were mainly detected in Bundang-gu, Seongnam, and Yeonsu-gu, Incheon.

Suspected illegal transactions refer to real estate expedient gifts, misappropriation of corporate funds, false reports on contract dates, and violations of loan regulations.

In a specific case, it has been confirmed that an expedient gift was suspected, such as buying an apartment in Yongsan-gu, Seoul for 2.1 billion won and borrowing 1.4 billion won from a mother without her own funds.

In addition, it included licensed real estate agents who re-registered for sale seven times after signing an apartment contract with an apartment complex that sought to fix housing prices through SNS open chat rooms.

The Ministry of Land, Infrastructure and Transport said it plans to notify the National Tax Service and others of the suspected illegal transactions confirmed this time or request the National Police Agency to investigate them.

He also explained that he notified related agencies such as the National Tax Service of 160 cases of suspected expedient donations among apartment transactions last year.

The Ministry of Land, Infrastructure and Transport plans to expand on-site inspections to the entire metropolitan area, including the first new city, by the end of the year, and continue to conduct planning surveys until April next year.
