The Anti-Corruption and Civil Rights Commission judged that it is unreasonable not to recognize him as a veteran because he had an accident while serving in the military a long time ago, but he had no record of being treated at a military hospital.

The Anti-Corruption and Civil Rights Commission said it delivered its opinion to the Ministry of Patriots and Veterans Affairs on the complaint filed by A, saying that his finger was cut off in an accident while serving in 1966, but he was not receiving veterans benefits.

Earlier, A applied for registration of national merit five times since 2017, but the Ministry of Patriots and Veterans Affairs refused, saying there was no specific evidence such as hospitalization and treatment records.

However, according to the Anti-Corruption and Civil Rights Commission's investigation, A was declared active in a physical examination before joining the army, and fellow soldiers stated that they had visited A, who was injured.

In addition, the Anti-Corruption and Civil Rights Commission explained that there was no medical record of surgery for finger amputation injuries since discharge, and the possibility that A had surgery in a medical unit rather than a military hospital in the poor military service environment in the 1960s was also considered in this judgment.
