Kim Jong-wook, the head of the Korea Coast Guard, was found to have missed the meeting and visited tourist attractions during an overseas business trip to attend an international conference, sparking controversy.


Moon Dae-rim of the Democratic Party of Korea said in a parliamentary audit of the National Assembly's Agriculture, Food, Maritime Affairs and Fisheries Committee on the 21st that Kim missed the general meeting and closing ceremony during the 23rd North Pacific Ocean Security Agency (NPCGF) business trip held in Vancouver, Canada from September 18 to 23 last year and visited Banff National Park, Canada, about 1,000 kilometers from the conference hall. Commissioner Kim also posted photos taken at Banff National Park on his social networking service (SNS).

Lawmaker Moon pointed out, "Was tourism more urgent than attending the general meeting and closing ceremony?" and added, "I accompanied my men in the process and even entrusted them with interpretation."

In response, Commissioner Kim explained, "I finished a bilateral meeting between Canada and the United States as the head of the visiting delegation and the deputy head (instead of me) went to the general meeting," adding, "I used the remaining time and the period of official cultural exploration." He also added, "I went to the national park while traveling to encourage the senior superintendent dispatched workers working on Victoria Island."

Moon also pointed out that Commissioner Kim wore a summer uniform that was not in the regulations at the "International Conference for Maritime Security Cooperation" held in Singapore in March, and that related regulations were belatedly prepared. Earlier, the Coast Guard reported on March 21, after Commissioner Kim attended the Singapore meeting, on the "plan to revise the law to lay the groundwork for the subjugation" and completed the revision of the special duty police officer duplication rules in June.


In response, Commissioner Kim explained, "We decided that it would be difficult to hold a two-hour outdoor event with our existing uniforms in the heat of over 40 degrees, so we made the uniform temporarily," adding, "The coast guard wore a similar outfit in 2008 but wore it to revitalize it because the rules were abolished by the Ministry of Public Safety and Security."

In addition, the National Assembly pointed out that the Coast Guard's overall discipline was lax, with some pointing out that Commissioner Kim was accompanied by his spouse at the security ship concession event held in Vietnam in August.
