It's the last bastion for ordinary people who have been defrauded by charter, guarantee insurance.
The Housing and Urban Guarantee Corporation, which operates this guarantee insurance, has received a correction recommendation from the FTC for operating terms and conditions that make victims cry twice.

In Busan, a lessor bought 190 households with no capital gap investment and stole 19 billion won in deposit money from 150 people over the past four years.
The Housing and Urban Guarantee Corporation submitted a fake lease contract to HUG.
Victims with guarantee insurance thought they would be able to get a lease deposit from HUG, but HUG canceled the guarantee.
The terms and conditions that allow the construction to cancel the guarantee without the reason attributable to the tenant if a private rental home landlord fraudulently or falsely signed a lease or applied for a guarantee based on this were the basis.
The victims are also filing a tough lawsuit against HUG.

The Fair Trade Commission, which reviewed the terms and conditions by reporting victims, issued a recommendation for correction.

The FTC even recommended correction against public enterprises because there was no intention to voluntarily correct them during the screening process.
HUG recently said it would revise its terms and conditions after being criticized for the issue during a parliamentary inspection.
The terms and conditions are not retroactive.
HUG said it would return the deposit through legislation to avoid the possibility of breach of trust for victims who have already cancelled their guarantees.
It also said it would drop its appeal if legislated.
