said at a general meeting of lawmakers, "What is the change and maintenance of the status quo, which the Democratic Party of Korea emphasizes the need?" after mentioning Lee's earlier remarks toward acting president Han Deok-soo that "maintenance of the status quo is the main task."

In the end, he said that he would restrict the acting authority according to the Democratic Party's party politics, pointing out that since both the right to request reconsideration and the right to appoint is part of the president's authority, Lee should not "interpret the right to vote" on the scope of the exercise of his authority.

Regarding Lee's request to the Constitutional Court to expedite the impeachment process of President Yoon, Kwon argued that he intended to hold a presidential election before his conviction and stressed that impeachment cannot be a permit to run for president to cover Lee's crimes.
