The responsibility of the state and local governments for compensation for two middle school girls in Cheongju who died of sex crimes by their friend's stepfather was not recognized.

The Cheongju District Court ruled against the plaintiff in a lawsuit filed by the bereaved family of the dead middle school girl A against the Republic of Korea and the mayor of Cheongju.

The court explained the reason for the ruling, saying that B, A's friend and stepdaughter of the perpetrator, stated that there was no sexual harassment at the time of the public official's investigation and expressed strong rejection of the separation measures.

He also added that it is not illegal for Cheongju City to perform official duties that confirmed child abuse in light of the fact that public officials notified that it was possible at any time if they wanted to separate.

Regarding the prosecution's rejection of the arrest warrant, he added that it was not carried out in due process at the time of the police's first application for an arrest warrant.

Two middle school girls were sexually assaulted by B's stepfather and were found dead in an apartment in Ochang-eup, Cheongju-si in May 2021.

After the incident, Ms. A's bereaved family has raised the issue of a poor investigation, saying that the investigative agency has not properly investigated it.
