said in a speech marking the 25th anniversary of Macau's handover.

"The situation in Macau is generally stable, but serious changes are taking place inside and outside," he said, adding, "We need to prevent various risks and firmly protect national security and stability in Macau even in peace."

He emphasized, "We must maintain one country, two systems and carry out the full governance of the central government and must not be shaken in any case."

At the event, which coincided with the inauguration of the sixth Macau administration, Sam Hou-Fai, who was appointed from the mainland, took the oath of office in front of President Xi.

In reading the oath under the Chinese name of Qianhua, he vowed to serve his allegiance to the People's Republic of China and the Macao Special Administrative Region.
