The law on improving the distribution structure of mobile telecommunication terminal devices, the so-called "Short Control Act", which limited the amount of subsidies paid to consumers by mobile telecommunication terminal operators, will be abolished after 10 years.

The National Assembly voted at the plenary session to abolish the Terminal Distribution Act, removing the upper limit of the mobile terminal disclosure subsidy system and additional subsidies, and transferring the optional discount agreement system to the Telecommunications Business Act to maintain it.

The Terminal Distribution Act was introduced to correct the problem of mobile telecommunication businesses paying excessive subsidies to only some users in the process of selling terminals, but it was pointed out that improvement was needed due to the side effect of reducing subsidies paid to users.
