Former Defense Minister Kim Yong-hyun claimed to have taken steps to propose martial law to President Yoon Suk Yeol through then-Prime Minister Han Deok-soo before martial law.
Kim's lawyers said at a press conference today (26th) that the Ministry of National Defense and the Minister of Public Administration and Security had reported to Prime Minister Han at a Cabinet meeting and recommended it to the president in accordance with the martial law law that requires emergency martial law to be proposed through the prime minister.
However, he added that it is difficult to point out the exact timing of proposing martial law.
In addition, he admitted that he planned to send troops from the Intelligence and Counterintelligence Command to the Central Election Commission, saying he ordered overseas public opinion manipulation investigations to intelligence agencies and domestic election manipulation investigations to counterintelligence agencies.
However, it was not realized by the lifting of martial law, and it was argued that martial law preparation was the usual business of the Ministry of National Defense and that it was a legitimate performance.
