Acting President Choi Sang-mok has decided to appoint two of the three constitutional judges recommended by the National Assembly.
The Kim Gun-hee Special Prosecutor Act, the Insurrection Special Prosecutor Act, and the so-called Bilateral Special Prosecutors Act were highly unconstitutional, so the ruling and opposition parties exercised their veto to discuss them again.

Acting President Choi Sang-mok stressed that the exchange rate is at its highest level ever since the currency crisis, and foreign investors are warning of large capital outflows and a credit rating decline.
It also said that the plane accident is expected to increase real economic difficulties.
He also said he would appoint two of the three constitutional judges recommended by the National Assembly, who approached the ruling and opposition parties' agreement, in respect of former acting Han Deok-soo's principles, which emphasized the ruling and opposition parties' agreement.
Cho Han-chang, a candidate recommended by the people, and a political candidate recommended by the Democratic Party of Korea.
He said he would appoint the other as soon as the ruling and opposition parties agreed.

Acting Choi decided to exercise the right to request reconsideration and veto the "Civil Insurrection Special Prosecutor Act" and the "Kim Gun-hee Special Prosecutor Act."
The two bills gave only the opposition party the authority to recommend candidates for the special prosecution, which is likely to violate the constitutional principle of separation of powers, the size of the investigation is wide, and there is a high risk of defense and diplomacy.

Acting Choi stressed that the independent counsel system needs stricter standards as it is an exception to the principle of separation of powers under the constitution, so that the public will accept the results of the investigation.
At the same time, the ruling and opposition parties appealed to put their heads together and come up with a reasonable plan.
Acting President Choi called for coordination and compromise with each other, saying that public safety and happiness are the future of the country.
