Park Chan-dae, floor leader of the Democratic Party of Korea, will hold a press conference for reporters.

While urging Acting President Han Deok-soo to accept the independent counsel law for the independent counsel and Kim Gun-hee,
It seems that he will ask for the ruling party's cooperation in forming a
ruling-opposition council.

Let's go to the scene.

[PARK CHANDA / Minjoo Party floor leader]
It's progressive. There are remnants of rebellion everywhere. As a result, the economy, diplomacy, and security are also adding to the crisis. It is only the best way to save the country by putting it down quickly. Prime Minister Han Deok-soo vetoed six bills on the 19th.

The prime minister, who should only exercise the most passive authority in acting on behalf of the president, exercised his most active authority, the veto. In essence, the exercise of veto can only be interpreted to mean that it will follow the existing Yoon Suk Yeol's state administration. This is why there are doubts that the prime minister is acting as an agent for civil war. Although he has a great responsibility to restore the constitutional order destroyed by the Yoon Suk Yeol of the Insurrection Monster, he will not avoid national and historical judgment for following the will of the Insurrection Monster, not the will of the people.

I reiterate that Prime Minister Han Deok-soo is not the president, but the prime minister. It is common sense that the appointed prime minister cannot become an elected president just because he acts as the president's authority. As prime minister, I have a responsibility to comply with and protect the spirit of Article 1 of the Constitution that the sovereignty of the Republic of Korea lies with the people and all power comes from the people. I once again urge you to follow the will of the people according to the Constitution, not the Yoon Suk Yeol that destroyed the Constitution. What Prime Minister Han Deok-soo should do is to do all-out to overcome the national crisis. To this end, we need to take necessary measures to quickly end the civil war and join forces with the National Assembly to make all-out efforts to restore the economy of people's livelihoods. In order to quickly end the civil war, first, the request for recommendation of candidates for the permanent special prosecution must be immediately made, and second, the Civil War Special Prosecutor Act and the Special Prosecutor Kim Gun-hee Act must be immediately promulgated.

Third, the process of appointing constitutional judges should not be delayed and proceed quickly. The independent counsel is a barometer to check whether Prime Minister Han Deok-soo is willing to comply with the Constitution and laws or to follow the will of the people. First of all, you must immediately request the recommendation of candidates for the permanent special prosecution. According to the Act on the Appointment of Special Prosecutors, if the special prosecutor's investigation is decided, the president should request the recommendation of two special audit candidates without delay to the Special Prosecutor Candidate Recommendation Committee formed under Article 4. There is no need for a Cabinet resolution process. The acting prime minister can immediately request a candidate recommendation. The request for a permanent special prosecutor's investigation was notified to the government on the 11th. It's already been delayed for 11 days. You can't overlook it.

The Insurrection Special Prosecutor Act and the Special Prosecutor Kim Gun-hee Act should be promulgated immediately. 12.3 The Yoon Suk Yeol civil war should eventually be investigated and prosecuted as a special prosecutor for civil war. It is best and most reasonable for the special prosecutor to investigate and prosecute to settle the situation. There will be no one to deny this. Delaying the promulgation of the Special Counsel Act is not only an act of buying time for participants in the civil war to destroy evidence, but also an anti-national and anti-civilian act that amplifies the national crisis.

There is no reason to refuse or delay investigations into allegations of serious crimes such as Myung Tae-kyun, Kim Gun-hee's manipulation of state affairs, illegal public opinion manipulation, nomination intervention, and stock price manipulation. Prime Minister Han Deok-soo reiterates his call for accepting and promulgating the independent counsel law by the 24th at the latest. I can't find a good reason or reason to wait until the 31st. If you are not dreaming of a spectacular return of the rebellion, whether the country is ruined or not, the people are dead or not, it should be declared immediately. If the request for recommendation by the permanent special prosecutor candidate and the special prosecutor's promulgation are not made by the 24th, we will immediately hold you accountable.

Prime Minister Han Deok-soo should also actively cooperate in the process of appointing the three currently vacant constitutional judges. On the 23rd and 24th, the National Assembly will conclude the process of consenting to the appointment during the week after confirmation hearings for the three candidates for constitutional judges recommended by the National Assembly. As it is up to the National Assembly's recommendation, there is no justification for the prime minister to reject or delay the formal appointment process. Prime Minister Han Duck-soo should also make all-out efforts to deal with the economic, diplomatic and security crises triggered by the December 3 Yoon Suk Yeol civil war. Representative Lee Jae-myung has proposed the formation of a state affairs stability consultative body with the National Assembly and the government to settle the political situation, and Chairman Woo Won-sik has also proposed the operation of a state affairs consultative body. With the head of the administration causing a civil war and his duties suspended, it is natural for the legislature, the National Assembly, to take the center stage and cooperate with the government to overcome the crisis. Kwon Sung-dong, acting representative of People's Power, has announced that he will participate in the ruling-opposition government consultative body. However, it is not suitable for a national emergency.
