Three hours before the emergency decree was declared, it turned out that Yoon Suk Yeol's president called police chief Jo Ji-ho to meet.

According to an investigation by the National Police Agency's emergency martial law special investigation team, it was confirmed that President Yoon called Police Commissioner Jo Ji-ho and Seoul Police Commissioner Kim Bong-sik to the presidential safety house in Samcheong-dong, Seoul, around 7 p.m. on the 3rd.

Former Defense Minister Kim Yong-hyun was also found to have been here.

At the meeting, President Yoon handed over a one-page A4-page martial law instruction, which reportedly included the declaration of an emergency martial law at 10 p.m. and about 10 places, including the National Assembly and MBC, to be taken over.President

Yoon is also said to have called Commissioner Cho six times to order the arrest of lawmakers until martial law is declared and lifted.

Commissioner Cho reportedly stated this in an investigation by the police's special investigation team and said that he did not follow all of them, considering them unfair instructions.
