Foreign Minister Cho Tae-yeol, who arrived at the presidential office in Yongsan at around 8:55 p.m. on the 3rd, said he handed over a piece of paper at the office at the time, saying that President Yoon planned to declare emergency martial law.
He said the Ministry of Foreign Affairs' post-martial law instructions were included, and he tried to dissuade him without even looking at it, but the president's will was firm.
[Minister of Foreign Affairs Cho Tae-yeol: You have said many things, saying things to the same effect as yesterday's statement, and you have insisted that this is from my judgment]
Deputy Prime Minister for Economy Choi Sang-mok, who arrived afterwards, was also found to have persuaded the president, saying martial law would have a great impact on the market.
However, in the end, President Yoon, who returned after declaring an emergency martial law, gave a paper again this time, Choi testified.
He ordered specific fiscal policies after martial law.
[Choi Sang-mok / Deputy Prime Minister for Economy and Minister for Strategy and Finance: I only remember that sentence saying that we need to make sure we have the liquidity of financial resources in emergency situations. There were about one or two such letters.]
Some pointed out that President Yoon personally delivered the plan to the members of the State Council after martial law, which contradicts the public statement.
[Rep. Ko Min-jung / Democratic Party of Korea]: If you did a warning martial law against the National Assembly, you wouldn't be able to give a document containing instructions on how to do the economy and diplomacy after martial law sequentially and systematically. The president wasn't going to end this soon.]
Prime Minister Han Deok-soo said at the time that the meeting failed to comply with the format and procedure of the Cabinet meeting.
He admitted that there was also no "procedure for martial law" that the defense minister and others had to suggest to the president through the prime minister.
[HAN DUCK-SU / Prime Minister] That is definitely not in accordance with the law. I didn't report that much, so I....]
With Prime Minister Han Deok-soo and Deputy Prime Minister Choi Sang-mok also set to investigate the police, attention is being paid to whether the investigation will reveal the whole story of the presidential office meeting on the day of the emergency martial law.
