Former Gangwon-do Governor Choi Moon-soon, who is suspected of professional malpractice in the process of creating Legoland in Chuncheon, Gangwon-do, has been put on trial.
The Chuncheon District Prosecutors' Office indicted former Governor Choi Moon-soon without detention on charges of breach of duty, loss of state funds, and obstruction of hierarchical affairs.
Former Governor Choi is accused of causing damage by ordering Gangwon Midway Development Corporation, which was in charge of the project during the Legoland construction project in 2018, to provide 80 billion won to Merlin, England.
In addition, he is accused of causing damage to Gangwon-do by being involved in the process of increasing the amount of debt guarantees from 21 billion won to 205 billion won without obtaining a resolution from the Gangwon-do Council in 2014.
Last month, the prosecution raided the Gangwon-do Audit Committee, the Investment Promotion Division, and the Cultural Heritage Division to secure materials related to the Legoland construction project and summoned former governor Choi for an investigation.
Former Governor Choi, who attended the prosecution at the time, said that Gangwon Province invested 80 billion won and Merlin invested 220 billion won to create Legoland, and that it is difficult to be in breach of trust to invest 80 billion won to attract foreign capital for the benefit of Gangwon residents.
