The National Assembly's Legislative Investigation Office has revised its previous position, saying that if the acting president's misconduct during his time as prime minister causes impeachment, the quorum of impeachment decisions should be in accordance with the president.

According to the response submitted by the National Assembly Research Service to Kim Eun-hye's office, there is no explicit decision on whether to apply the weighted quorum applied to the president in the event of the impeachment of the acting president.

He then wrote that most constitutional scholars believe that if the prime minister, who is acting as president, is impeached for reasons related to the existing prime minister's duties, it could be passed with the approval of a general quorum, or a majority of registered members.

However, it was also recently reported that if the prime minister is subject to impeachment when he is acting as president, he will be subject to a weighted quorum, or two-thirds approval of the registered members.

The National Assembly Research Service said on the 23rd that there is no academic theory that Kim Han-kyu of the Democratic Party will be subject to the requirements for the impeachment of the prime minister if the acting president is impeached while performing his duties as prime minister.
