It has been confirmed that a report prepared by a government-funded research institute at the time of the Moon Jae In government indicated that it should seek a way to bypass sanctions against North Korea.


Although inter-Korean relations are said to be a way to cooperate in science and technology exchanges during the tailwind, it is pointed out that it is inappropriate for government agencies to express themselves as it can virtually neutralize existing international rules.

This is a 56-page report submitted to the government by the Korea Institute of Science and Technology Information (KISTI) at the end of 2019, during the Moon Jae In government.

The detailed name of the study is "Building the Foundation for Holding Korean Science and Technology and Information and Communication Conferences," and 30 million won of government money was invested in one year.

However, it has been confirmed that the report has several expressions that "we need to find a way to bypass sanctions against North Korea."

The first expression was described was the step of explaining the 'selection of exchange and cooperation tasks'.

He wrote that it is also necessary to find ways to bypass sanctions and exemptions from sanctions against North Korea, such as intellectual property rights and health care.

The paragraph immediately above states that after North Korea's fourth nuclear test in January 2016, the U.N. and the U.S. explicitly banned science and technology exchanges and cooperation due to stricter sanctions against North Korea.

In the process of referring to the necessity of inter-Korean science and technology knowledge exchange projects, he wrote that the field, subject, and business method that can be circumvented or exempted from sanctions against North Korea should be considered continuously.

There are concerns that this could reduce the effectiveness of sanctions against North Korea, which could lead to a problem of international trust.

Experts point out that even during the period of inter-Korean exchange and cooperation, research expressions and the scope of exchanges should not cause misunderstanding in the principle of "denuclearization of North Korea."
