Lee Jae-myung, chairman of the Democratic Party of Korea, said he would appeal the fine of 1.5 million won in the first trial for violating the Public Official Election Act.
Lee told reporters after the plenary session of the National Assembly.
When asked about the background of writing the letter on social media before Kim's sentence, he replied that he could read the letter.
Cho Seung-rae, a senior spokesman, also criticized the prosecution, saying, "How much should a luxury bag worth 3 million won and an envelope worth 5 million won be sentenced to a fine of 1.5 million won for 100,000 won?"
He then added that he believes the lawyers will respond well as there appears to be plenty of room to argue in the appeals court.
