The U.S. government is not surprised by Russia's announcement of a new nuclear doctrine that has eased requirements for the use of nuclear weapons, saying it has no plans to respond proportionally.

State Department spokesman Matthew Miller told a briefing that Russia has been coercing and threatening Ukraine and other countries around the world, adding that the comments made with the announcement of the newly revised nuclear doctrine were unfortunately not surprising.

He also pointed out that if Russia is attacked by Ukraine, it implies the use of nuclear weapons, which only highlights Russia's hypocrisy.

He also stressed that the U.S. has found no reason to adjust its nuclear posture and will continue to urge Russia to stop militant and irresponsible investigations.

Earlier, after the United States allowed Ukraine to use U.S.-made missiles to attack the Russian mainland, Russia announced a new doctrine that would ease the requirement for the use of nuclear weapons.

The new doctrine said any attack by a non-nuclear state backed by a nuclear power would be considered a joint attack and could respond with nuclear weapons to conventional weapons attacks that pose a threat to Russia's sovereignty and territorial integrity.
