Representative Bu Seung-chan of the Democratic Party of Korea said that when the emergency martial law was declared on the 3rd, the martial law command did not have any personnel other than the commander, deputy commander, and press secretary, but the head of the intelligence operations staff at the Army Headquarters approved the special forces aviation battalion's entry into the National Assembly helicopter.

The deputy said that the flight approval authority for the no-fly zone in the Seoul metropolitan area belongs to the head of the joint air defense operation control center of the Seoul Metropolitan Defense Command, which was not designated as a martial law force at the time.

He added that the approval of the Chief of Information Operations Staff at the Army Headquarters at the recommendation of the Capital Defense Command is controversial, adding that legal requirements should be strictly considered and held accountable.

In this regard, lawmaker Bu said that when Army Chief of Staff Park An-soo was appointed as martial law commander at 11 p.m. on the 3rd and the martial law proclamation was announced, the investigation team seems to have proposed approval to the Army headquarters as a non-committal phone.
