Members of the Democratic Party of Korea strongly pointed out that the adoption of a resolution to condemn the December 3 emergency martial law incident at the level of the Chungnam Provincial Council failed due to opposition from the people. As a result, members of the People's Power left the plenary session as a group, and the plenary session was once adjourned, and Hong Joo-joong students and their advisors were reportedly attending the meeting on a tour of the local council.

According to the provincial council on the 16th, Rep. Saddajeon (Asan 5, Democratic Party) proposed a resolution to condemn the declaration of emergency martial law on the 5th, but it was not dealt with because the members of the People's Power opposed it, saying, "It is not appropriate to mention central political issues in the provinces."

The provincial council's steering committee consisted of 11 members, including seven members of the People's Power, three members of the Democratic Party, and one independent member. In terms of the total number of provincial councils, there are 31 people with the power of the people, 14 from the Democratic Party, and 2 independents.

Democratic Party lawmakers urged the provincial council to express their position clearly through five-minute remarks at the 5th plenary session of the 356th regular meeting. In particular, he emphasized that it is not an issue that has nothing to do with local politics, referring to the prohibition of all political activities, including local councils, in martial law command decree No. 1.

As a result, most members of the People's Power expressed their displeasure by leaving the plenary session while the Democratic Party lawmakers' five-minute remarks were underway, and only Shin Soon-ok (proportional) remained in the seat.

The plenary session was adjourned for about 15 minutes, with Democratic lawmakers protesting, "Is it party theory not to listen to the remarks?"

In this regard, the People's Power explained, "Leaving the plenary session was a way to prevent political strife."

A member of the People's Power said, "We can't refute the Democratic Party's fault after hearing the five-minute remarks of the Democratic Party members," adding, "We decided not to listen to the five-minute remarks to prevent a bigger political dispute."
