In order to resolve the controversy over the right to investigate the rebellion, the Senior Civil Servant Corruption Investigations Unit should transfer the case to the police, and the president's attendance should be carried out in due course through dialogue with the presidential office.

In addition, the Senior Civil Servant Corruption Investigations Unit criticized that it is no different from driving a forklift with a bicycle license when it does not have the right to investigate rebellion through abuse of authority and requested an arrest warrant.

After discussing exceptions to the application of Articles 110 and 111 of the Criminal Procedure Act to the judiciary who issued the arrest warrant, he insisted that the judge who issued the warrant should be excluded from his duties, saying that the judge was above the law.
