Former Defense Minister Kim Yong-hyun was found to have considered re-inputting the NEC's troops even after the National Assembly voted to lift the emergency martial law.

According to Kim's indictment secured by YTN, Kim called Special Warfare Commander Kwak Jong-geun at around 2:13 a.m. to ask if he could put troops back into the Central Election Commission.

When Commander Kwak responded to this with the intention that it was difficult, he told the military commanders, "It was not the result I wanted heavily, but I think I did my best."

Later, at 4:26 a.m., President Yoon announced the lifting of the emergency martial law, and the martial law was lifted after all 13 participants agreed at the Cabinet meeting.
