Although it was rejected in the National Assembly's re-vote yesterday, there is a consensus between the ruling and opposition parties on the need for a "civil war independent counsel," and there is a lot of possibility that actual negotiations will take place.

The opposition party reissued the revised independent counsel law, including the method of recommending a third party, and the people's power countered that it would start discussing the legislation of its own independent counsel law separately.

I'm connecting you with a reporter from the National Assembly. Reporter Park Kiwan!

[Reporter]
Yes, it's the National Assembly.

First of all, please explain the contents of the Independent Counsel for Insurrection Act, which the opposition party reissued today.

[Reporter]
Yes, six opposition parties, including the Democratic Party, revised the Insurrection Special Counsel Act and submitted it to the National Assembly this morning.

First of all, it was stipulated that the recommendation of the independent counsel candidate would be made by a third party, the Supreme Court, not the opposition party.

It also removed the "opposition party's right to veto special counsel candidates or demand re-recommendation."

On top of that, the opposition party actually took a step back, reducing the number of special prosecutor investigators and the duration of the investigation.

It is interpreted as trying to pressure the acceptance of the special prosecution by removing the veto of Acting President Choi Sang-mok or the cause of the ruling party's opposition vote and stimulating the departure vote.

However, President Yoon's "foreign exchange crime" charge of inducing attacks from North Korea using drones has been added to the investigation.

Apart from this, he criticized the rejection of the Insurrection Special Counsel Act at the plenary session yesterday, saying that the power of the people is on the path to destruction.

Let's listen to it for ourselves.

[Park Chan-dae / Floor Leader of the Democratic Party of Korea: It has been confirmed that they are a group that has no intention of protecting the constitutional order, democracy, and the rule of law. Like the destroyed Sodom and Gomorrah, the power of the people is destined for destruction because there are no eight righteous men.

Regarding the rejection of the independent counsel law yesterday, the People's Power was responded to as a decision only considering the spirit of the Constitution and the future of the country.

At the same time, he said he would consider effective legislation of the bilateral special prosecution law.

He said he should not threaten acting president Choi Sang-mok due to a series of impeachment efforts, and drew the line that he would not engage in negotiations out of fear.

Let's listen to the next song.

[Kwon Seong-dong / People's Power Floor Leader: People's Power will not negotiate out of fear. At the same time, we will not be afraid to discuss removing toxic clauses from the rejection bill. Let me begin an effective legislative discussion on the twin special prosecution law within the framework of the Constitution.]

The disagreement has narrowed to some extent, but it does not seem easy to narrow the difference between the subject and scope of the investigation.

In a phone call with YTN, a key official of People's Power also said that the opposition party's insurrection special investigation target is so broad that it will effectively be an independent investigation into the destruction of conservatives.

The current emergency question on martial law has just ended, what kind of question did you get?

[Reporter]
Yes, in the urgent questioning, the ruling and opposition parties confronted each other head-on over the impeachment of President Yoon Suk Yeol and the arrest warrant.

The ruling party claimed that it was a rough-and-ready hearing for Lee Jae-myung to run for president,
, over the exclusion of the National Assembly's representatives from the trial.
The Democratic Party of Korea countered by citing past remarks by Kwon Sung-dong, floor leader of People's Power, who was the chairman of the impeachment trial of former President Park Geun Hye.

Let's listen to the next song.

[Rep. Na Kyung-won / People's Power: We suspect that the court and the court were involved in an impeachment inquiry in order to speed up the election law violation case of Lee Jae-myung]

[Park Joo-min / Democratic Party member: In the impeachment court, one only needs to determine whether the president's conduct of duty violates the Constitution and the law. If the expression "crime of rebellion" is missing, so if the criminal judgment part is missing, is it a rough-and-ready examination?]

In addition, as the Democratic Party emphasized the legality of President Yoon's arrest warrant and urged prompt execution,

The People's Power countered that it was an illegal warrant based on the acting Justice Minister Kim Seok-woo's answer that the police have the right to investigate the rebellion.

On top of that, whenever there was a raw criticism against the other party and the party leader, there was such a loud voice that it was difficult to proceed.

On the other hand, there were few questions about the fact-finding of the Jeju Air plane disaster, which was one of the pending questions.

Please also deliver the results of the first working-level consultation between the government and the ruling and opposition parties to calm the political turmoil.

[Reporter]
Yes, as a result of the first working-level consultation, the official name of the consultative body was defined as the 'National Council'.

The National Assembly consists of acting President Choi Sang-mok, National Assembly Speaker Woo Won-sik, emergency committee chairman Kwon Young-se, and four representatives of the Democratic Party Lee Jae-myung.

However, the agenda decision, which was originally the purpose of today's working-level consultation, was not finalized and was postponed to the next consultation.

Earlier, the Democratic Party of Korea demanded a supplementary budget worth 20 trillion won, and the people's power demanded pension reform and constitutional amendment on the agenda, which seems to have failed to narrow differences.

The ruling and opposition parties said they would meet again after internal discussions, explaining that they left the possibility open.
