Stephen Biegun, a former deputy secretary of state who served as a special representative to North Korea in the first Trump administration, said it won't be long before North Korea's dispatch to Russia emerges as a top agenda item.

In a meeting hosted by the Korea Society in Manhattan, New York, former Deputy Secretary Biegun said that North Korea's dispatch of troops to Russia has numerous implications not only for North Korea but also for U.S. interests.

He also said he expected North Korea to seek ways to make it so, even if it does not emerge as a top agenda item in the United States.

Former Deputy Secretary Biegun predicted the possibility of resuming dialogue, saying he thought Trump's re-election would involve some extent in North Korea-U.S. dialogue.

However, although Trump mentioned Kim Jong-un during the campaign, he observed that the North Korean issue would not be a top priority concern in the Trump administration.

"As the North Korean nuclear issue has changed significantly since the first Trump administration, the countermeasures will also change," he said. "There is a possibility that the North Korean issue will emerge as a top foreign policy concern in the near future."

Former Deputy Minister Biegun predicted that the context of the next negotiations with North Korea will be significantly different, citing the adage that his feet cannot be immersed in the same river twice.
