◇ Anchor> As you heard just a moment ago, Secretary of Security Park Jong-joon said that he wanted the investigation process to be appropriate for the current presidential status to proceed, but the opposition camp argued that there should be no sanctuary. Let's listen to the related remarks.

[Park Ji-won / Democratic Party of Korea member: If you get an arrest warrant issued by the court to resist, and you get handcuffed, will you lose your national dignity?]

[Kim Seok-woo / Acting Minister of Justice: Generally speaking, you can use various devices when you resist when executing an arrest warrant]

[Park Ji-won / Minjoo Party member: Isn't one of the various devices handcuffed? Right?]

[Kim Seokwoo / Acting Justice Minister: Yes, that's right.]

[PARK JI WON / Minjoo Party member: Say it loud]

[Kim Seok-woo / Acting Minister of Justice: Yes, that's right.]

◇Anchor> Do you use handcuffs, but are there any regulations in that area?

◆ Yang Jimin> There are no regulations. There's something like that. In the case of criminals who commit violent crimes, handcuffing is generally applied to the back, and although there may be these standards, how much respect will we give to the incumbent president when he or she is arrested? For example, it is difficult to say that there is a clear standard for which device such as handcuffs can be used. That's why when the Senior Civil Servant Corruption Investigations Unit made his position at the beginning, he said, "We will carry it out in consideration of the status of the incumbent president." However, there was a situation where execution was not possible. That's why I'm not sure if I'm going to handcuff him or not. Or do you move in a vehicle provided by the security service or a vehicle provided by the airborne service? I also think these things could be a side issue. Regardless of whether handcuffing like that is important to be seen in public or not, the purpose of arresting and investigating is the purpose of arresting, so I think the Senior Civil Servant Corruption Investigations Unit can make various efforts to make the investigation as much as possible.

◇Anchor> The lawyer said it was an incidental matter regarding handcuffs, but in the recording I just heard, it felt like lawmaker Park Ji-won was emphasizing something about handcuffs. What did you think of that part, professor?

◆Jang Young-soo> What the lawyer just said is a legal point of view. But from a political point of view, it would be a little different. In other words, he is frankly not even the president for the opposition. I am the head of the group. What kind of courtesy do you give? It's based on this kind of psychology on the floor rather than a legal point of view. And on the other side, why does CEO Lee Jae-myung even say that he is presumed innocent after being convicted in the first trial, but this side confirms that he is the head of the rebellion without being convicted in the first trial? It's wrong to do it this way. This seems to be a situation where they are colliding with each other.
