The first subcommittee of the Legislation and Judiciary Committee, headed by Rep. Park Beom-gye of the Democratic Party of Korea, added foreign exchange attraction charges and changed it to a so-called "third party recommendation" method in which the Chief Justice of the Supreme Court recommends candidates for the special prosecution, and voted for the special prosecution law that the Democratic Party reissued.

People's Power did not participate in the vote, but Joo Jin-woo, a member of the ruling party's subcommittee, told reporters that the opposition party voted unilaterally without reaching an agreement on the independent counsel law.

On the other hand, opposition members emphasized that, contrary to the ruling party's concerns, they have never named specific lawmakers on the suspicion of obstructing the vote to lift martial law, and that they have clarified the subject of the investigation in relation to emergency martial law even on the suspicion of inducing local war.
