As a result of the October 16 by-elections to select four heads of local governments and the superintendent of education of Seoul Metropolitan Government, candidates for People's Power were elected in Geumjeong, Busan and Ganghwa, Incheon, and the Democratic Party of Korea in Yeonggwang and Gokseong, Jeollanam-do.

In Geumjeong-gu, Busan, where the conservative camp's traditional support base was expected to face a fierce battle due to the unification of opposition candidates and the fall of the ruling camp's approval rating, candidate Yoon Il-hyun, the People's Power, was elected.

Park Yong-cheol, the candidate of the People's Power, who won a majority of 50.97% of the vote, was selected as the governor of Ganghwa, Incheon.

In the re-election of Yeonggwang-gun, Jeollanam-do, where the Democratic Party of Korea, the Cho Kuk Innovation Party, and the Progressive Party fought a fierce three-way race, Democratic Party candidate Jang Sae-il ranked first with 12,900 votes and 41.09% out of 30,700 votes.

Cho Sang-rae of the Democratic Party of Korea beat Park Woong-doo of the Cho Kuk Innovation Party to secure the election as the governor of Gokseong-gun, Jeollanam-do.

In the election of the Seoul Superintendent of Education, which was held regardless of political parties, progressive candidate Chung Geun-sik was named the elected president.
