The charges that the police filed against Police Commissioner Jo Ji-ho and Seoul Police Commissioner Kim Bong-sik are important missions of rebellion.

They used the police force to plan emergency martial law and carry out key duties on the 3rd, including blocking lawmakers from entering the National Assembly.

The police cited the Samcheong-dong Anga Meeting and Bihwaphone, which were conducted before martial law, as the circumstances of the plot with President Yoon Suk Yeol, who is at the center of the alleged rebellion.

Four people, including President Yoon and Commissioner Cho, gathered at the safe house three hours before the declaration of the emergency martial law, and said that CCTV was secured and analyzed, and related seizure and search could be carried out.

President Yoon delivered a so-called command letter of A4 paper with a place to receive after martial law, including the NEC and media companies, to Cho and others.

Commissioner Cho later stated that he had torn it apart, which the police believed was an attempt to destroy evidence.

He also explained that Cho secured an anti-tapping mobile phone and a "non-telephone" that he used to make six calls with President Yoon, and is also looking for the location of the server where related call records will remain.

Director Jo Ji-ho claimed that President Yoon called six times and ordered the lawmakers to be arrested.
