Park told the Supreme Council that prompt arrest is essential and arrest is inevitable to quell public unrest and national chaos.
He then argued to security personnel such as the security service and radiation that obstructing the execution of arrest warrants is a serious criminal act, and that anyone who interferes will be punished as an accomplice of obstruction and civil war.
He also criticized the act of advocacy as self-certifying that it is an anti-state force, saying, "Stop advocating for the insurrection charges that destroyed constitutional order and democracy to the power of the people."
