Former Minister Kim Yong-hyun was found to have asked if he could send troops again even though the NEC's control operation failed after the National Assembly passed its request to lift martial law.

Prior to this, former Minister Kim gathered with President Yoon Suk Yeol in the so-called Joint Chiefs of Staff's "decision room" for 30 minutes, and despite the National Assembly's resolution, the intention to enforce martial law is suspected.

Armed martial law troops stormed the headquarters of the Central Election Commission in Gwacheon, Gyeonggi-do, around 10:30 p.m., six minutes after President Yoon Suk Yeol declared martial law.

They attempted to steal the server from the NEC's computer room, taking away the cell phones of night watchmen and shutting off the power of their office phones.

At around 1 a.m., the National Assembly passed a resolution calling for the lifting of emergency martial law, and martial law forces withdrew at 1:50 a.m., about 3 hours and 20 minutes after entering the NEC.

However, despite the National Assembly's decision, Minister Kim Yong-hyun was found to have considered whether he could put troops back into the NEC.

At around 2:13 a.m., former Minister Kim's indictment revealed that he asked Kwak Jong-geun, commander of the Army's Special Warfare Command, if he could re-inject troops.

Prior to this, Kim had a so-called "decision meeting" with President Yoon Suk Yeol, Army Chief of Staff Park An-soo, National Security Office In Seong-hwan, and second deputy defense secretary Choi Byung-ok for about 30 minutes from 1:16 a.m.

The prosecution pointed out that the attempt to take control of the NEC based on the declaration of unconstitutionality and illegality is one of the specific riot acts supporting former Minister Kim's alleged rebellion.
