About four hours before Yoon Suk Yeol's president declared emergency martial law at 10:20 p.m., it is interpreted that the president's office prepared for the implementation of specific martial law by waiting for the police chief, who is the chief security officer.

However, Commissioner Cho said he was not aware of the plan to declare martial law in advance, but he held an emergency meeting with executives from midnight after the martial law proclamation was issued.

In the meantime, controversy arose that the Seoul Metropolitan Police Agency, which includes the National Assembly Security Service, skipped the National Police Agency, a higher-level agency, and began to control access to the National Assembly immediately after the martial law was declared, and an official from the National Police Agency explained that they are trying to find out specific facts.
