The Truth and Reconciliation Committee made a decision to investigate the truth about the late Han Hee-chul and Kim Doo-hwan, who participated in the student movement during the Chun Doo-hwan administration and died after being forcibly taken to the military.

Han died in December 1983 after being arbitrarily accompanied by the security command and subjected to harsh treatment, which repeatedly assaulted Han and tried to capture him with a fracchi, and was found to have violated the freedom of the bereaved family for as many as six years after his death.

Kim was found to have died with his firearm while working in an ambush at night after being bullied, such as being forced to submit a list of colleagues in March 1983.

The Truth and Reconciliation Commission pointed out that "greening projects" such as these incidents, forced conscription and harshness to suppress the student movement during the Chun Doo-hwan administration are serious human rights violations.

In addition, the Truth and Reconciliation Commission decided to investigate the truth in three cases, including illegal detention and torture in violation of the anti-communist law.
