N.Korea blames US-S.Korean drills for stalling nuke dialogue

North Korea has voiced that it can resume dialogue over its nuclear program if the United States halts joint military drills with South Korea.

North Korea's foreign ministry spokesman warned on Thursday that a vicious cycle of tension would continue unless the U.S. brings to an end to the joint exercises.

Meanwhile, the deputy chief negotiators from Seoul, Washington and Tokyo to the six-party talks for denuclearizing North Korea are holding a three-way meeting in Tokyo today.
